The Town of Barnstable’s Draft Five-Year Consolidated Plan for the Community Development Block Grant (CDBG) program is now available for review on the Town’s website: townofbarnstable.us/cdbg. The Consolidated Plan covers the period beginning July 1, 2025 through June 30, 2030 and includes the One-Year Annual Action Plan for Program Year 2025.
The plan serve as the planning and strategic documents for the Town’s CDBG Program, which is funded by the U.S. Department of Housing and Urban Development (HUD). The purpose of the CDBG program is to provide housing, economic opportunities and a suitable living environment for low and moderate income persons. The range of eligible activities may include affordable housing, economic development, public facility improvements and public services.
The anticipated funding amount for the Town of Barnstable CDBG Program Year 2025 is $313,00.00. Residents, agencies serving low and moderate income residents, and other interested parties are encouraged to review the drafts and submit written comments by email to: James.Kupfer@town.barnstable.ma.us with “CDBG Comments” in the subject line. Comments received by end of business on Monday, May 5, 2025 will be included in the final submission to HUD.
Up to fifteen (15%) percent of the yearly allocation to the Town’s yearly CDBG allocation is available for public service programs. Public/social services are programs that serve low and moderate-income persons and special needs populations. Consideration is given to activities that benefit a clientele that are at least 51 percent low-or moderate-income. Examples of public services include but are not limited to: childcare, health care, elderly services, homeless services, services for disabled persons, recreational and educational programs, public safety services, job training, down payment assistance or fair housing.

Reporting Requirements
Organizations that correctly complete the application process and are chosen to receive CDBG funding are required to maintain certain records to comply with federal regulations. Records are submitted on a quarterly basis and must be kept by the organization for a minimum of five years after project is closed out by the Town of Barnstable. Quarterly Progress Reports and invoices for services are due to the Planning & Development office on the following dates:
1st Qtr Report due by Oct 7th
2nd Qtr Report by Jan 7th
3rd Qtr Report by April 7th
4th Qtr Report by July 7th
Close out Reports due upon completion of the project.
